24 : 28 : 28 : 01 . Existing valid certificates. Notwithstanding any other provision in this article, a certificate issued by the d epartment prior to July 1, 2017, shall remain valid for the period for which the certificate was issued, and any endorsements placed on that certificate will be transitioned to an equivalent endorsement.
