24 : 28 : 21 : 11 . Endorsements requiring coursework. For an individual who has completed a secondary preparation program, each of the endorsements listed in this section requires completion of state-designated coursework. The endorsements are:

1. (1) Secondary deaf or hearing impaired;
2. (2) Secondary blind or visually impaired;
3. (3) Secondary South Dakota Indian studies; and
4. (4) Middle level learner.
