24 : 28 : 18 : 03 . Restrictions on addition of endorsements. The following restrictions apply to adding an endorsement to a preparation:

1. (1) A teaching endorsement may not be added to an education specialist certificate until teacher preparation requirements are met;
2. (2) A teaching endorsement may not be added to an administrator certificate until teacher preparation requirements are met;
3. (3) A teaching endorsement may not be added to an educator permit until teacher preparation requirements are met or otherwise indicated in rule;
4. (4) An administrator endorsement may not be added to an education specialist certificate until administrator preparation requirements are met; and
5. (5) An administrator endorsement may not be added to an educator permit until administrator preparation requirements are met.
