If the Secretary cannot make the determination required in § 24:28:16:10 within thirty days of receiving the complete application, or if the Secretary determines that the requirements for the issuance of a certificate in the state or District of Columbia where the military applicant holds a valid certificate are substantially equivalent to the requirements in South Dakota, then the Secretary shall issue a temporary military certificate to the military applicant. The certificate is valid from the date of issuance until the military personnel's date of separation from the service, or five years from the date arrived on station if a date of separation has not been established by the service branch's headquarters. Upon expiration of the temporary military certificate, the military applicant must reapply with the department and meet the requirements for issuance of a certificate.
