24 : 28 : 16 : 09 . Reciprocity for military personnel and spouse. M ilitary personnel or the spouse of military personnel, applying for a reciprocal certificate , shall identify their military status on the application. The d epartment may require documentation to verify the military status of the applicant. The application is considered complete when the d epartment has received all required documentation necessary to process the application.
