24 : 28 : 16 : 07 . Adding preparations and endorsements to an inactive, expired, or invalid out-of-state educator certificate. If an applicant for reciprocal certification has an inactive, expired, or invalid out-of-state educator certificate, endorsements may be added to the reciprocal certificate only if the applicant has a major in content, an active national board certification in the content area, or meets d epartmental endorsement requirements.

An education preparation from a regionally-accredited institution of higher education may be added to the certificate for applicants with an inactive, expired, or invalid out-of-state educator certificate.
