24 : 28 : 15 : 09 . Requirements to obtain a professional administrator certificate with a superintendent endorsement. To obtain a professional administrator certificate with a superintendent endorsement, an individual with a superintendent administrator alternative certificate shall:

1. (1) Complete a minimum of twenty-one transcripted credits from a regionally-accredited institution of higher education with a grade of C or higher in:

   1. (a) Leadership and district culture;
   2. (b) Organizational management;
   3. (c) Values and ethics of leadership;
   4. (d) Educational policy and law;
   5. (e) Communication;
   6. (f) Community relations;
   7. (g) Curriculum planning and development;
   8. (h) School finance;
   9. (i) Instructional management; and
   10. (j) South Dakota Indian studies;
2. (2) Pass the state-designated content test; and
3. (3) Receive signoff from the applicant's employing public or department-accredited school.
