24 : 28 : 10 : 02 . General requirements. The applicant shall:

1. (1) Have a bachelor's degree or higher from a regionally-accredited institution of higher education;
2. (2) Have an associate of applied science (A.A.S.) degree or higher in a CTE field;
3. (3) Have 4,000 documented hours of work experience in a CTE field; or
4. (4) Hold a national certification in a related CTE field.
