24 : 28 : 09 : 16 . Expert lecturer permit employer requirements. The employing public or d epartment-accredited school must meet the following requirements in order for the applicant to receive the permit:

1. (1) Recommend the applicant for employment;
2. (2) Develop a program to assist the lecturer with academic and classroom support;
3. (3) Provide a mentor teacher to the applicant; and
4. (4) Provide assurances of regular observation, guidance, and evaluation of the performance of assigned duties.
