24 : 28 : 07 : 07 . Advanced administrator certificate. The advanced administrator certificate is issued to an individual who:

1. (1) Makes application for the advanced administrator certificate;
2. (2) Meets all requirements for a professional administrator certificate;
3. (3) Meets all administrator certification renewal requirements; and
4. (4) Obtains an education specialist degree or higher in an education related program.
