24 : 28 : 06 : 02 . General requirements. An applicant shall:

1. (1) Have a bachelor's degree or higher from a regionally-accredited institution of higher education;
2. (2) Complete an approved program from a regionally-accredited institution of higher education;
3. (3) Complete South Dakota Indian studies; and

4. (4) Provide a written recommendation, from the designated recommending official of the regionally-accredited institution of higher education which verifies the applicant's satisfactory completion of the approved program and specifying the applicant's:

   1. (a) Degree program;
   2. (b) Major;
   3. (c) Preparation; and
   4. (d) Endorsements.
