A s ervice coordinator must have demonstrated knowledge and understanding about:

1. (1) Infants and toddlers who are eligible under this article;
2. (2) Applicable state and federal laws;
3. (3) The nature and scope of services available under the state's early intervention program; and
4. (4) The system of payments for services in the state.
