In contracting or arranging for early intervention services with public or private individuals or agency service providers, the department shall require:

1. (1) All early intervention services meet state standards pursuant to this article;
2. (2) That the services and providers comply with the Education Department General Administrative Regulations in 34 C.F.R. Part 80, as amended to July 1, 2012.
