An IEP team meeting may be conducted without a parent in attendance if the district is unable to convince the parents that they should attend. The district must have written documentation of its attempts to arrange a mutually agreed upon time and place, such as the following:

1. (1) Detailed records and dates of telephone calls made or attempted to parents and the results of those calls;
2. (2) Detailed copies of dated correspondence sent to the parents and any responses received; and
3. (3) Detailed records and dates of visits made to the parent's home or place of employment and the results of those visits.
