If the department determines that a school district is not meeting the requirements of Part B of the IDEA, including the targets in the state's performance plan, the department shall prohibit the district from reducing the district's maintenance of effort under chapter 24:05:19 for any fiscal year.

Nothing in this chapter restricts the department from using any other authority available to it to monitor and enforce the requirements of Part B of the IDEA.
