Terms defined in SDCL chapter 36-35 have the same meaning when used in this article. In addition, terms used in this article mean:

1. (1) "Applicant," any person seeking initial licensure or renewal of a license with the boardboard;
2. (2) "Completed application," an application which has all the required documentation necessary to prove an applicant's qualifications for licensure.
