For the purpose of this chapter, an initial applicant is an applicant who meets the following criteria:

1. (1) Has not previously applied to the board as an examination candidate;
2. (2) Applied and was accepted as an examination candidate but did not appear for the examination; or

3. (3) Applied and was accepted contingent upon completion of the educational requirement, but did not fulfill such requirement.

   For the purposes of this chapter, a reexamination applicant is an applicant who has been accepted as an examination candidate by the board, sat for the examination, and fulfilled the educational requirements of SDCL 36-20B-15.
