Special licenses shall be issued by the commission to persons engaged in plumbing necessary for installing and repairing sewer and water plumbing installations. This license allows the licensee to only carry on such plumbing as may be necessary for sewer and water installation. Class 1 and above certified water and wastewater operators are exempt from sewer and water licensing when performing work on rural and municipal water and wastewater systems.
