No permittee may conceal any drainage, waste, or vent system until the final inspection has been completed and the inspector has approved that portion of the system. Backfilling is considered concealment. A system that has been conealed prior to inspection must be unconcealed by the permittee prior to an inspection. Upon completion of the entire drainage, waste, or vent system a final inspection is required.
