The Board may not issue a license to a successful applicant until the applicant has secured and equipped an office in this state that meets the requirements of § 20:50:06:01 or has arranged a bona fide association with a licensed optometrist in this state who has an office that meets those requirements. This section does not apply when the applicant is in or entering the military or other governmental service.
