The licensee may, in its discretion, offer to the players a roulette wheel called the American wheel, a roulette wheel with 36 numbers plus two zeros, (0) and (00). The licensee may, in its discretion, offer to the players a roulette wheel called the European, French, or high limit wheel, a roulette wheel with 36 numbers and one zero (0).
