At the beginning of a round of play, the dealer must, starting on the left and continuing clockwise around the table, deal the cards in the following order:

1. (1) One card face downward or upward to each box on the layout in which a wager is contained;
2. (2) One card face upward to the dealer;
3. (3) A second card, face downward or upward to each box in which a wager is contained; and
4. (4) One card face downward to the dealer.
