Within five days after the licensee received the notice of suspension, the executive secretary must serve upon the suspended licensee a copy of the formal commission complaint alleging a violation of this article and a notice of hearing. The complaint must be heard by the commission on an expedited basis as a contested case pursuant to SDCL chapter 1-26.
