The public utility shall use the tier 2 review procedures for an application of a small generator facility that meets the following requirements:

1. (1) The proposed facility does not qualify for tier 1 review and has an electric nameplate capacity of two megawatts or less;
2. (2) The proposed facility will interconnect to either a radial distribution circuit or a spot network distribution circuit limited to serving one premise; and

3. (3) The proposed facility will use interconnection equipment that is either lab tested equipment or field tested equipment.

   The public utility may not impose additional requirements not specifically authorized.
