Documentation of site control must be available. If the applicant is not currently a customer of the public utility, site control documentation shall be provided with the application. Site control may be demonstrated through ownership of, a leasehold interest in, or an option or other right to develop a site for the purpose of constructing the small generator facility. Site control may be documented by a property tax bill, deed, a lease agreement, or other legally binding contract.
