If the commission finds, after notice and opportunity for hearing, that any telecommunications company designated as an eligible telecommunications carrier does not qualify as an eligible telecommunications carrier under 47 C.F.R. § 54.201 (January 1, 2006) and is not entitled to federal universal service support, the commission shall revoke the telecommunications company's eligible telecommunications carrier designation.
