If requesting a sale, assignment, lease, or transfer of a certificate of authority to provide local exchange services, the company shall provide the information required by § 20:10:32:03. In ruling on any proposed sale, assignment, lease, or transfer of a certificate of authority to provide local exchange services, the commission shall consider the criteria set forth in § 20:10:32:06.
