The commission may, upon receipt of an application or upon its own motion, assign an available N11 dialing code within South Dakota local exchanges to a qualified person. Codes 611 and 811 may be assigned if a local exchange carrier (LEC) does not at the time of the application or motion use those codes or if the commission determines, pursuant to § 20:10:30:10, that the purpose proposed in the application or motion is a higher public interest than the purpose for which the LEC is using the 611 or 811 dialing code.
