Investment that is not apportioned pursuant to §§ 20:10:29:19 to 20:10:29:29, inclusive, is apportioned among the interexchange, billing and collection, and special access categories and switched access elements in the same proportions as the combined investment that is apportioned pursuant to §§ 20:10:29:20 to 20:10:29:29, inclusive.
