A governmental agency or person, as specified in SDCL 49-41B-17 may be granted party status in a proceeding commenced pursuant to SDCL chapter 49-41B upon applying in writing to the commission on a form provided by the commission.

Unless otherwise ordered by the commission, the application must be filed within sixty days from the date the application is filed.
