An indebted household is a household that contains a member who is indebted to the telecommunications company for telecommunications service provided previously. An indebted household occurs when an applicant was a member of the household when the prior debt was incurred by the indebted person, regardless of whether at the same address or a new one, or the applicant moved into the same dwelling where the prior bill was incurred and the indebted person is still living there.
