After receiving a written explanation, the applicant may appeal, in writing, to the executive director, adding any further information or explanations of extenuating circumstances the applicant wants. The executive director shall consider the appeal and the additional information and shall respond in writing to the applicant within 20 working days with a decision either to uphold or overturn the refusal, together with reasons.
