Notwithstanding any other rules, the managing employee of the hub licensee may at any time declare the hub operation closed for receiving wagers on any pari-mutuel pool, race, group of races, or closed for all wagering. Any time the hub licensee is closed during normal wagering hours by the managing employee the managing employee shall notify the executive secretary’s designee within two hours of the closure and file a written report with the commission within 48 hours.
