Any individual employed by a multi-jurisdictional totalizator hub shall have a current valid license. Any individual seeking a license shall be a person of at least 21 years of age and of good moral character. The commission may deny a license to any person discharged for cause by any licensed pari-mutuel facility or gaming establishment in this or any other country.
