If the name and identifying information of an individual is placed on the list, the commission shall serve notice of that action upon the person by at least one of the following means:

1. (1) Personal service;
2. (2) Certified or registered mail to the last known address of the person; or
3. (3) Publication in an official newspaper in the county in which the hub is located.
