Take -out rates for non-merged pools. The multi-jurisdictional totalizator hub licensee as part of the operating plan, or an update to the plan, may define a wagering pool not to be merged with the wagering pools of the race track where the race is being run live and set the take-out rate for the pool, subject to approval of the commission.
