No later than fifteen minutes prior to the commencement of transmission of a race, the satellite facility shall perform a test to assure proper operation of the broadcast system. The following items must be included in the test: the transmitter, encryption, decoding, and data communication. Any irregularity shall be reported to the commission within twenty-four hours.
