The satellite provider is required to obtain the following contracts and submit a copy to the commission for approval:

1. (1) A contract with the tote company to provide totalizator service;
2. (2) A contract with the satellite facility to conduct satellite wagering via core to core or machine (TIM) to tote transmissions with an out-of-state host track; and
3. (3) A contract with the out-of-state host track.
