If no ticket was sold combining the horses that finish first and second, the net pool shall be apportioned among those having tickets including the horse which finished first and the horse which finished second in the same manner in which a place pool is calculated and distributed. If no ticket was sold which would require this distribution, all money wagered in the quinella pool shall be refunded.
