If no exchange ticket is sold on the winning combination, the net pool shall be apportioned equally between those tickets including the horse finishing first and those tickets including the horse finishing second in the same manner in which a place pool is calculated and distributed. If no ticket is sold on the winning combination of a perfecta pool, the net pool shall be distributed as a place pool between holders of tickets selecting the winning horse to finish first and holders of tickets selecting the second place horse to finish second.
