After deduction of a commission of 18 1/4 percent and the breakage, a pari-mutuel pool shall be redistributed to the winning contributors; however, each association must, in all cases of a mutuel pool, redistribute not less than $1.10 on each $1.00 wager, even though it might be a minus pool. A violation of this rule shall be punished by revocation of license.
