The commission may deny or revoke a license to any person who has been refused a license by another racing jurisdiction or racing authority, provided that the other racing jurisdiction or racing authority extends the reciprocal courtesy. The commission may deny or revoke a license whose holder has violated article 20:04 or who has falsified his application for the license.
