A person who is suspended, whose license is revoked, or to whom a license is denied by any racing board or commission must apply to and be reinstated or licensed by the board or commission of the state in which the original ruling was made or be authorized by the South Dakota Commission on Gaming, after a hearing, to apply for a license before being eligible to be licensed in any capacity by the South Dakota Commission on Gaming.
