20:04:27 :13.03. Requirement for endoscopic examinations. An endoscopic examination must be conducted by a state licensed veterinarian. The state licensed veterinarian shall be licensed by the commission and employed by the owner or the owner's agent. If the endoscopic examination reveals a hemorrhage in the lumen of the respiratory tract, the commission veterinarian or a state licensed veterinarian shall decide if the amount of hemorrhage is sufficient to cause the horse to be certified as a bleeder.
