If a stall door opens prior to the starter dispatching the field and the horse in that stall cannot be reloaded for a proper start prior to the running of that time trial, the horse shall be declared a nonstarter and the horse's entry fee shall be refunded to the person who is the registered owner of the horse at the time of the race.
