The official identifier shall check all contestants for all races and shall have all horses properly identified. He shall keep a record of all identifying marks on solid colored horses and horses starting for the first time according to the published record of the chart books of the daily racing form and the American Quarter Running Horse. This record shall be retained by the commission.
