If the number of entries to an overnight race is in excess of the number of horses that may, because of track limitations, be permitted to start, the starters for the race shall be determined by lot in the presence of those making entries and the post positions shall be in the order in which they are drawn. The same method shall be employed to determine the starters and post positions in split races.
