No entry may be accepted from husband or wife while either is disqualified except with the permission of the stewards. Permission shall be granted to the nondisqualified spouse, unless the stewards determine in their discretion that the nondisqualified spouse was involved in wrongdoing dealing with the disqualification. For the purpose of this article, husband and wife shall be considered as one unless legally separated and evidence of such separation is on file with the commission.
