No horse may enter or start in a race unless the horse is registered and named with the registry office of the Jockey Club, New York, the registry office of the American Quarter Horse Association, Amarillo, Texas, registry office of the American Paint Horse Association, Fort Worth, Texas, or the registry office of the Appaloosa Horse Club, Moscow, Idaho, and the certificate of registration is on file with the racing secretary. Exceptions may be made if a horse has been shipped to a track for a special race and the horse has been racing at another recognized meeting, but only after positive identification has been made.
