20:04:24 :37. Form of entries. Entries shall be made by the owner of the horse, the owner's authorized agent, the trainer of the horse, or a person designated by the owner or trainer. Each association shall provide blank forms on which entries are to be made. Entries shall be signed by the person who makes or accepts the entry.
